ECOWAS Commissions New Abuja Headquarter, Urges Strong Unity, Collaboration.

The President of the Economic Community of West African States, ECOWAS, Dr Omar Alieu Touray has emphasised the need for collective efforts and responsibility to ensure that the newly commissioned ECOWAS headquarters in Abuja becomes a true centre of excellence, one that drives innovation, fosters collaboration, and delivers tangible benefits to the people of West Africa.

Dr. Touray who stated this in Abuja on Wednesday at the official commissioning of the new ECOWAS Commission Headquarters, urged member States to see the occasion as a renewed call to deepen regional integration, strengthen peace and security, promote economic transformation, and improve the welfare of all ECOWAS citizens.

“As we formally commission this remarkable edifice today, let it stand as a lasting symbol of unity, resilience, partnership, and shared destiny. While we celebrate this important achievement, we are also reminded that buildings do not deliver transformation; people and institutions do.

“Today marks a truly historic milestone in the life of our Community, the official commissioning of the new Headquarters Building of the Economic Community of West African States. This moment is the culmination of a journey that began with a bold vision, was set in motion at the groundbreaking ceremony in December 2022, and has now found full expression in this modern, purpose-built complex we proudly commission today.

“This headquarters stands not merely as an architectural achievement, but as a powerful symbol of our collective determination to deepen regional integration, strengthen institutional efficiency, and advance the shared prosperity of our peoples”, Dr. Touray said.

He recalled that they had recognised the urgent need for a consolidated, modern facility to house the growing operations of ECOWAS, which was long dispersed across multiple locations in Abuja, with attendant operational and logistical challenges.

“Today, we celebrate the realization of that vision, an integrated complex designed to enhance coordination, improve productivity, and support the expanding mandate of our Community. We must commend the remarkable achievement of completing this complex within a relatively short period of approximately two years, a feat that reflects strong partnership, commitment, and efficiency”, he said.

Dr. Touray therefore appreciated the Chinese government for its support in the building of the edifice.

“This project is also a shining example of international cooperation in support of regional development.
We wish to express our profound appreciation to the People’s Republic of China for its generous financial and technical support, which made this project possible.

“This contribution underscores the strength of China–ECOWAS relations and their positive impact on our peace, security, and development agenda. Equally, we extend our deepest gratitude to the Federal Republic of Nigeria, our Host country, whose continued leadership and steadfast support to ECOWAS, through land allocation, policy facilitation, and institutional backing, have once again demonstrated Nigeria’s pivotal role in the advancement of regional unity and integration”, he said.

According to him, the facility is truly befitting of a regional organization of ECOWAS’ stature. With its modern office wings, state-of-the-art conference centre, advanced interpretation systems, and comprehensive support infrastructure, it provides an enabling environment for effective decision-making and policy implementation.

“More importantly, it embodies our collective aspiration for a more integrated, peaceful, and prosperous West Africa. As we inaugurate this edifice, we must reflect on the journey of ECOWAS, from its establishment in 1975, to its evolution into a dynamic regional bloc with expanded mandates in economic integration, peacekeeping, governance, and humanitarian response.

“This headquarters represents not only continuity with that legacy, but also a renewed commitment to the future, an ECOWAS of greater impact, relevance, and service to its citizens”, he added.

In his speech, the Vice President, Kashim Shetima, who represented President Bola Tinubu, said the magnificent edifice, described as the Eye of Africa, stands as a symbol of renewal, of resilience, and of hope, and speaks of the demands of collective aspirations, and of our resolve to build a stronger, more prosperous, and a more united West Africa, for the generations to come.

“Today marks not only the inauguration of our impressive landmark, but the renewal of the Covenant. Our covenant with the ideals of regional integration, solidarity, and shared prosperity.

He congratulated the President and management of the ECOWAS Commission for bringing this important project to fruition, and expressed Nigeria’s and ECOWAS communities’ profound appreciation to the Government of the People’s Republic of China for its general support in financing this magnificent complex

“Our gratitude also goes to Shandy Construction Engineering Group Company Limited, the consultants, our Nigerian counterparts, and every stakeholder whose professionalism and dedication has brought this achievement to life. A house is never the work of one hand, and every hand that they work here has written a stamp into the story of our shared aspiration”, he said.

On his part, the Ambassador of the People’s Republic of China to Nigeria and Ecowas, Yu Dunhai, said the modern architectural marvel, hailed as the Eye of West Africa, stands as a flagship project under the framework of the Forum on China-Africa Cooperation, FOCAC.

He noted that this marks another historical milestone in China’s enduring support for African integration.

“It serves as a shining model of sound cooperation in the new era. Ultimately, it embodies the shared vision of Western African nations in pursuing unity, strength and prosperity, while vividly illustrating the profound bond between China and Africa.

“At the FOCAC Beijing Summit, Chinese President Xi Jinping, and African leaders jointly drew up a grand blueprint for an all-weather China-Africa community with a shared future.

“China consistently views and builds its relationship with ECOWAS from a strategic and long-term perspective. We firmly support ECOWAS in playing a leading role in maintaining regional peace, promoting development and improving livelihoods. China remains forever a trustworthy, sincere friend and a reliable partner to ECOWAS and all West African nations.

“Standing at this new historical starting point, I would like to share our vision for the future of China-ECOWAS relations. First, we must maintain high-level political mutual trust and consolidate strategic synergy. We should continue to extend firm mutual support on issues concerning each other’s core interests and major concerns. We will deepen the exchanges of partners’ experiences, enhance the representation and voice of African countries in international affairs, and build a more just and equitable global governance system.

“We must pursue high-quality pragmatic cooperation to foster shared prosperity. China will fully implement the 10-partnership actions, focusing heavily on infrastructure, digital economy, grain development and food security.
We aim to accelerate trade and investment, utilize fully China’s zero-tariff policy towards African countries, enhance Africans’ capability for independent development.

“We must foster closer people-to-people bonds and pass on our traditional friendship. This year marks the 70th anniversary of diplomatic relations between China and Africa, and the Year of China-Africa People-to-People and Cultural Exchanges.

“We should expand multifaceted exchanges in culture, education, youth, and sports, and cement the foundational goodwill of China-Africa friendships. As the Eye of West Africa officially begins its service, may this marvelous edifice serve as a new dawn for West Africa’s peace, unity, and prosperity. May the friendship between China and Africa last forever”, he said.

In his keynote address, the President of the Republic of Sierra Leone, and Chair of the Authority of ECOWAS Heads of States and Government, Julius Maada Bio, said as the edifice is inaugurated, its purpose has began, urging everyone to

“Let every corridor reflect integrity, let every office inspire excellence, let every meeting produce solutions, let every decision strengthen the confidence of the people of this community that we serve, and may this headquarter be remembered not for the beauty of its architecture, but for the wisdom of its decisions, not for the offices that it contains, but for the lives it improves, and not for its scale, but for the quality of service and the impact of its work.

He advised that every member state be served with professionalism, impartiality and respect.

“Serve every citizen with dedication, humility and purpose in every decision that we make in this building, place the needs of the people of West Africa above all else. Public trust is never inherited, it is earned each day through integrity accountability transparency and excellence”, he said.
